Why Lakefront Fence Posts Fail on the Red Cedar Reservoir (And How We Prevent It)


If you own property on Tainter Lake, the ground beneath your fence line is not the same as an upland lot in Menomonie or Colfax. And the rules about where you can build are different too.

Tainter Lake is an impounded reservoir on the Red Cedar River. Under Wisconsin law, the Red Cedar is a navigable waterway. That classification triggers a DNR-regulated boundary called the Ordinary High Water Mark (OHWM), a surveyed line that determines how close any permanent structure can sit to the water. Your property deed might show ownership extending to the water’s edge. That does not mean you can fence to the water’s edge. The OHWM setback governs where fence posts and other permanent structures are allowed, regardless of what the property survey says.

Shoreline Lots: Moisture Cycling That Breaks Down Wood Fast

Properties along the lake’s perimeter deal with a moisture cycle that most inland lots do not see. Summer brings high humidity off the water. Fall brings the managed drawdown, when lake levels drop and expose lower bank sections to air and erosion. Spring brings full saturation as levels rise. That seasonal swing puts wood posts through repeated wet-dry-wet cycles, which accelerates rot and loosens the post’s hold in the soil. We recommend vinyl or aluminum for any fence line within sight of the waterline. Both materials are unaffected by moisture cycling and carry lifetime manufacturer warranties.

Upland Lots: Standard Glacial Till, Full Material Options

Move a few hundred yards back from the shoreline and the soil shifts to the same glacial till found across most of Dunn County. Loamy, moisture-holding ground that freezes hard in winter. Posts here face frost heave, not moisture cycling. Wisconsin’s Uniform Dwelling Code (SPS 321.21) sets the frost line at 48 inches. We drive every post to a minimum of four feet. That depth is standard on every fence we build, not an add-on.

Drawdown Erosion: The Problem You Cannot See in Summer

The managed drawdown cycle lowers Tainter Lake’s water level every fall and winter. That drop exposes the lower bank to erosion that is invisible at summer pool. Homeowners who set a fence line based on summer conditions sometimes find the ground has shifted closer to their posts by spring. We assess shoreline lot fence lines based on the drawdown exposure, not just the summer waterline, which means your posts are placed where the ground will still be stable in April, not just where it looks solid in July.

Because Tainter Lake is an unincorporated area in Dunn County with no municipal government, all fence permits come through Dunn County Zoning and Land Information rather than a city building department. Some shoreline properties also sit in FEMA-designated flood zones, which can trigger additional permit requirements
